Employment equity tools, resources and publications

The Labour Program develops tools and provides resources to help employers fulfill their obligations under the Employment Equity Act.

Tools and templates

  • To help organizations develop, implement and maintain employment equity, the Labour Program provides an online training course entitled "How to implement an Employment Equity Program". In this course, you will learn how to develop, implement and maintain an employment equity program within your organization, in order to build a representative workforce in a manner that meets the requirements of the Employment Equity Act [for Legislated Employment Equity Program (LEEP) employers] and of the Federal Contractors Program (for FCP employers). This course comprises seven modules, structured to reflect the Employment Equity Program implementation process.
  • The Salary or Clustering Analysis Template is designed to assist employers in conducting their salary or clustering analysis on the four designated groups. It will facilitate the comparison of the designated group members' salary data with other employees working within the same occupational groups to determine if there is clustering in the lower salary ranges.
  • The Workforce Analysis Tools are designed to assist employers in preparing their workforce analysis on the four designated groups. Comprising five worksheets, the first four cover each of the designated groups and the fifth worksheet summarizes the data.
  • The simplest and fastest way to submit forms for the Legislated Employment Equity Program is online through the Workplace Equity Information Management System. Forms are also available in PDF format by contacting ee-eme@hrsdc-rhdcc.gc.ca.

Resources and references

  • The National Occupational Classification (NOC) organizes the world of work in a standardized and structured format. It provides descriptive information about occupations in the Canadian labour market.
  • The CHRC Audit Procedures Manual outlines the Commission's approach to the planning of audit cycles, the selection of employers, the audit process and the steps related to potential enforcement measures. The document provides employers, trade association representatives, unions as well as groups and individuals with information about the Commission's employment equity activities.
  • The Employment Equity Technical Guide provides detailed explanations of the technical terms and statistical methodology used to verify and assess employers' data.

Publications and Reports

  • The 2011 Employment Equity Data Report provides information on the occupational and educational characteristics of women, Aboriginal peoples, members of visible minorities and persons with disabilities by specific labour market area.

    This information enables employers subject to the Employment Equity Act to compare the data with their internal workforce and identify any gaps in the representation of the four designated groups. Employers can then work to develop realistic goals and timetables for achieving employment equity.

  • The Employment Equity Act Annual Report is based on the consolidation and analysis of the individual employer reports submitted by the federally regulated private sector, Crown corporations and other federal organizations under the Legislated Employment Equity Program. It describes the employment situation of the four designated groups and the progress made toward achieving an equitable workforce during the preceding calendar year.
