Canada Job Fund Agreements | ESDC
To help equip Canadians with the skills and training they need to fill available jobs, the Government of Canada is renewing and transforming the Labour Market Agreements with provinces and territories into new Canada Job Fund agreements, which include the Canada Job Grant. These new six-year agreements will ensure greater employer involvement in training decisions.
A cornerstone of the new agreements, the Canada Job Grant will:
- help Canadians get the training they need for available jobs;
- put skills training decisions in the hands of employers;
- provide up to $15,000 per person for training costs, such as tuition and training materials, which includes up to $10,000 in federal contributions; and
- require employers to contribute on average one third of the total costs of training.

The governments of Canada and Quebec have negotiated an agreement for the transfer of funds under the Canada Job Fund. This agreement recognizes that the key principles behind the Canada Job Grant-greater employer involvement and employer investment in training-are already formally and legislatively entrenched in the Quebec training system.
The Government of Canada will also continue to provide funding under the Canada Job Fund agreements and the Canada-Quebec Agreement - for the Transfer of Funds under the Canada Job Fund for a broad range of employment programs and services designed and delivered by provinces and territories based on local labour market needs. This includes support to:
- unemployed persons who are not eligible for Employment Insurance benefits; and
- employed persons who do not have a high school diploma or recognized certification or who have low levels of literacy and essential skills.
The new agreements are complemented by other Government of Canada transfers to provinces and territories, including the Labour Market Development Agreements which fund labour market programs and services for unemployed Canadians, particularly those eligible for Employment Insurance benefits.
Agreements and Reports
Each Canada Job Fund agreement is supported by an accountability framework that ensures value for taxpayer's money. Each year, provinces or territories publish detailed annual reports on the previous fiscal year outlining:
- labour market priorities and areas of investment;
- programming objectives;
- details of activities funded under the agreement and how they link to the priorities; and
- results achieved.
