The Modernization of Grants and Contributions

Employment and Social Development Canada (ESDC) is modernizing Grants and Contributions (Gs&Cs) systems to make the process of applying for funding easier and faster.

Modernization builds on the significant progress already made on strengthening accountability, reporting and general management of Gs&Cs programs. For example, the adoption of the Risk Assessment, Management and Mitigation (RAMM) approach, which focuses resources on higher risk projects and reduces the administrative burden on low risk projects while still maintaining accountability.

Once Modernization is fully implemented applicants and funding recipients will benefit from:

  • Quick and easy online services, such as online applications and accounts that will save them time.
  • Standardized forms and agreements for all Grants and Contributions programs that are easy to understand and use.

Early Modernization enhancements include direct deposit and this one-stop Gs&Cs funding programs website.

The Department continues to improve the Gs&Cs system to make it faster and easier for applicants through the Grants and Contributions Online Services (GCOS), the Standard Application for Funding, the new Standard Grant Agreement and the Standard Contribution Agreement.

Grants and Contributions Online Services (GCOS)

The GCOS provides applicants and recipients with a safe, secure and user-friendly environment to apply for funding online. It also enables funding recipients to manage active projects.

Benefits of the GCOS include:

  • notifications about Gs&Cs programs accepting applications online, such as calls for proposals;
  • a one-time set-up of a safe and secure online account which will allow your organization to apply for funding, submit claims and other reports electronically to ESDC;
  • a user-friendly layout with easy to use navigation; and,
  • 24/7 access to your account allowing you to complete, save, view and retrieve information related to applications and active GCOS projects at any time.

Standard Application for Funding

The Standard Application for Funding will enable applicants to provide the right level of detail needed for program staff to quickly and efficiently complete the assessment process.

  • Benefits of the Standard Application for Funding include:
    • simpler to complete across ESDC Gs&Cs programs;
    • collects only relevant information required to assess the application; and
    • a consistent template approach to data collection across ESDC Gs&Cs programs, supports a more focused assessment for all applicants.
  • The Standard Application for Funding and program specific Applicant Guide apply to all new contributions projects submitted on or after December 17, 2012.
  • The Standard Application for Funding and program specific Applicant Guide apply to all new grant projects submitted on or after June 17, 2013.

Standard Grant Agreement

The Standard Grant Agreement promotes greater consistency across funding programs, simplifies processes for recipients managing projects, reduces confusion for recipients who receive funding from different ESDC grant programs, and reduces the variety of agreement templates currently in use.

The Standard Grant Agreement will streamline the way ESDC manages grant agreements between program areas and funding recipients.

  • Benefits of the Standard Grant Agreement include:
    • consistent and efficient processes for funding recipients;
    • eliminates the need to interpret multiple agreements between Gs&Cs programs;
    • new simplified clauses and common wording; and
    • promotes greater understanding for funding recipients.
  • The Standard Grant Agreement applies to new grant agreements signed on or after June 17, 2013.

Standard Contribution Agreement

The Standard Contribution Agreement promotes greater consistency across funding programs, simplifies processes for recipients managing projects, reduces confusion for recipients who receive funding from different ESDC programs, and reduces the variety of agreement templates currently in use.

  • The Standard Contribution Agreement streamlines the way ESDC manages agreements between program areas and funding recipients.
  • Benefits of the Standard Contribution Agreement include:
    • consistent and efficient processes for funding recipients;
    • eliminates the need to interpret multiple agreements between Gs&Cs programs;
    • simplified clauses and common wording;
    • more focused agreements with fewer clauses; and
    • promotes greater understanding for funding recipients.
  • Applications approved for funding prior to implementation of the Standard Contribution Agreement will continue to use existing templates until the end of the funding period specified in the signed contribution agreement.
  • The Standard Contribution Agreement applies to new agreements signed after December 17, 2012.
