Operational update: Labour Market Opinions for airline pilots

Employment and Social Development Canada (ESDC) is putting in place new guidelines to direct the use of the Temporary Foreign Worker Program for airline pilots.

Effective November 7, 2013, labour market opinion (LMO) applications for National Occupation Classification (NOC) 2271 should be submitted to Service Canada a minimum of six months in advance of the date of work. In cases where more urgent consideration is required, employers should contact Service Canada in advance of submitting the LMO application.

ESDC will also be consulting with industry stakeholders to solicit input into the development of specific recruitment guidelines for pilots. This will ensure that recruitment requirements are consistent with industry norms and do not disadvantage Canadian or permanent resident job applicants. New guidelines will be announced following these consultations.
